PIF Governor: Strong Governance Key to Attracting Capital

The governor of the Public Investment Fund, Yasir Al Rumayyan, said in September 2026 that strong governance builds trust and directly supports the fund's ambition to attract private capital, framing governance as central to investment appeal rather than a separate concern.

He noted that investors now assess the quality of governance and decision-making alongside financial performance when deciding whether to commit capital to PIF portfolio companies. He identified three governance-related advantages that can be used more systematically to draw investment: the strength of PIF's partnerships with institutional investors and global financial institutions, the data insights generated across its portfolio, and the governance capabilities built within PIF and the boards of its portfolio companies.

The fund has sharpened its governance, transparency, and sustainability practices between 2021 and 2025, reaching a 100% score in the Global SWF Governance, Sustainability and Resilience rankings in 2025, up from 28% in 2020 — an improvement now used as a signal to attract more capital.

A new strategy phase

In its 2026–2030 strategy phase, PIF has moved from a focus on pure growth and expansion toward sustainable value, higher investment efficiency, and greater impact. Recent directives include prioritizing projects that meet stricter internal rate of return thresholds or serve major events, reducing capital expenditure by about 15%, and rebalancing away from a single giga-project toward six priority sectors, including tourism and advanced manufacturing.

At board level, the approach has been reinforced through large-scale Directors Gathering events in Riyadh, bringing together around 1,000 board members and executives from about 220 portfolio companies to focus on board effectiveness, oversight, and governance frameworks.

For residents and the wider business community, the shift matters: stronger governance and tighter spending discipline aim to make PIF companies more investable, supporting job creation and new opportunities across sectors that touch daily life.
