The Royal Commission for Riyadh City and its partners are advancing the Real Estate Balance Program (Tawazoun), a municipal housing initiative designed to stabilize the capital's housing market by expanding residential land supply and supporting homeownership for Saudi citizens. Applications for the program's second-year cycle are received online through its dedicated Real Estate Balance Platform, with the current window open from 16 August to 15 September 2026.
Under the 2026 scope, the program aims to supply between 10,000 and 40,000 planned residential plots in Riyadh over the next five years, depending on market demand. Developed residential plots are offered at a capped price of no more than SAR 1,500 A key geographic focus is Northeast Riyadh, covering approximately 456 km² under a new master plan near King Khalid International Airport, designed for integrated communities that combine housing with essential services.
Who can apply
Eligibility is limited to Saudi citizens who are married or aged 25 or older, have not previously owned property, and have resided in Riyadh for at least three years. Acceptance is not based on the order of submission, and registration does not guarantee approval. Applications are verified electronically, after which the program moves through eligibility checks, results announcement, an appeals phase, and an electronic lottery for eligible applicants, followed by off-plan sale procedures under applicable regulations.
Allocated plots come with conditions: a 10-year restriction on selling, renting, or mortgaging the land, except for financing loans used to build on the plot. If construction is not completed within 10 years, the land is reclaimed and its value refunded to the beneficiary.
The initiative is part of broader real estate reforms in Riyadh that seek to stabilize land and rental prices, increase residential land supply, and raise homeownership rates among Saudi families. For residents watching Riyadh's fast-growing property market, the capped pricing and expanded supply mark a notable step toward more accessible homeownership in the capital.
