Saudi Arabia has secured a place among the world's top 10 countries for private investment in artificial intelligence, The report also names the Kingdom as one of the leading global destinations for AI talent, ranking it among a small group of top net-recipient countries for AI professionals in 2025.
The recognition reflects years of sustained commitment. The Kingdom's National Strategy for Data and AI projects cumulative investment in data and AI of about 75 billion SAR by 2030, combining foreign direct investment with domestic spending across government and private sectors. More recent programs have pushed AI-related capital commitments into the tens of billions of US dollars between 2025 and 2030, making Saudi Arabia one of the largest national investors in AI infrastructure relative to the size of its economy.
A national program launched for the "AI Year 2026" carries an estimated 93 billion SAR in total AI-linked investment commitments. Of that, around 38 billion SAR is direct government spending, while the remainder is expected from Public Investment Fund portfolio companies, domestic private firms, and international technology partners operating in the Kingdom. Dedicated AI vehicles under the Public Investment Fund collectively target over 100 billion USD in AI-related investments by 2030, covering AI hardware, data centers, cloud infrastructure, and semiconductor manufacturing.
Why it matters
For residents and businesses, this growing investment signals a rapid expansion of data centers, cloud regions, and AI services hosted inside the Kingdom. A key national goal is for AI to contribute roughly 12% of Saudi GDP by 2030, driven by large-scale infrastructure and research investments under Vision 2030. The ranking is based on aggregated investment data and capital flows — not on any fee-based classification — meaning no government platform charges individuals or companies for an "AI investor status."
