Saudi Arabia is being recognized as an emerging global hub for artificial intelligence, as major technology firms base their regional operations in Riyadh and the Kingdom accelerates a national strategy built around data and AI under Vision 2030.
The push is led by the Saudi Data and Artificial Intelligence Authority (SDAIA), which aims to position the country as a top-three global AI market. In a strong signal of intent, the Saudi Cabinet designated 2026 as the “Year of Artificial Intelligence,” formally elevating AI to a national strategic priority.
The financial commitment is substantial. AI-related investment pledges from public bodies, the Public Investment Fund (PIF), and private and foreign partners have surpassed $20 billion as of early 2026, part of a broader committed envelope of around $40 billion by 2030. National targets aim for roughly SAR 147 billion in annual AI revenues by 2030, contributing about 12.4% of non-oil GDP.
Data centers and cloud capacity
Hyperscale data centers form the backbone of these ambitions. The Hexagon government data center project, valued at about $2.7 billion with a planned 480 MW capacity, is set to be one of the largest AI-oriented facilities worldwide. Around 420 MW is operational or under construction, with roughly 600 MW more in advanced planning. By 2027, total data center investment is expected to exceed $6 billion, with capacity approaching 2.7 GW.
HUMAIN, a PIF-backed full-stack national AI company launched in 2025, is driving much of the build-out, with a $1.2 billion first-phase program and 250 MW of AI data centers set to begin construction in the second quarter of 2026. The Kingdom now hosts nine cloud regions, including several developed by global providers.
For residents and businesses, the growth translates into more jobs and services. Over 660 technology and AI companies now operate in the sector, which drew $9.1 billion in funding across around 70 deals in 2025. National training programs have equipped roughly one million citizens with AI skills in a single year, strengthening the local talent base behind the Kingdom's AI ambitions.
