Seven neighborhoods in Makkah have officially entered the development phase under the Developed Neighborhoods Program, covering a combined area of more than 4.4 million square meters. The initiative is backed by development investments valued at around SAR 16.3 billion, making it one of the largest urban transformation programs in the city.
The seven sites are Al-Zuhur (1,293,388.76 m²), Al-Khalidiyah (920,933.19 m²), Western Al-Hindawiyah (841,292.13 m²), South Jurhum in Jabal Al-Sharashif (757,827.76 m²), Southern Al-Hindawiyah (308,304.30 m²), Eastern Al-Hindawiyah (235,610.52 m²), and Al-Hajlah (127,539.51 m²). Their total area reaches 4,484,896.17 square meters.
The locations form part of a new phase of the program that targets priority districts in the heart of Makkah and its surroundings. The stated goal is to improve the urban environment, raise quality of life for residents, and support sustainable investment across the city.
Development contracts for the seven sites were awarded under a second package of the program, involving five development consortia that include more than ten national companies. Officials describe the current 2026 phase as one of the largest-ever urban transformation efforts undertaken in Makkah.
Why it matters
For residents and families across Makkah, the program signals a wide-scale renewal of some of the city's most established districts. As the neighborhoods move into active development, the changes are expected to reshape the urban landscape and expand investment opportunities in the years ahead. Detailed unit prices, tenant or buyer payment schedules, and specific resident procedures have not yet been made public for this phase.
