Riyadh Municipality Launches Madiniti Service Centers

Riyadh Municipality has announced a major restructuring of how municipal services are delivered across the capital, replacing its 16 sub-municipal offices with a new three-tier model and launching neighborhood service hubs known as “Madiniti” centers.

Under the new structure, the city is now divided into five geographic sectors, each led by a chief executive responsible for all local municipal operations. Day-to-day services for residents and businesses are provided through the Madiniti centers, which act as community hubs delivering municipal services and engagement activities for every district.

The municipality says the Madiniti centers are designed to handle 100% of customer-facing municipal services in their areas, while Riyadh Municipality headquarters retains only strategic planning and standard-setting roles. This creates a three-tier system: strategic and supervisory work at headquarters, operational responsibilities at the five sectors, and customer-facing services at the neighborhood centers.

The changes form part of the Riyadh Municipal Transformation Program, a wider reform aimed at improving service quality, efficiency, and responsiveness to community needs in support of Vision 2030 objectives.

How residents can access services

Residents and businesses can obtain municipal services through Madiniti centers and expanded digital platforms, notably Balady for e-services. Official communication channels remain active, including the 940 call center for reports and inquiries, the Balady short code 199040, and WhatsApp numbers 0548368888 and 0126149779. Central contact details also stay in service for escalated matters, including phone and fax 920003218 and the support email eSupport@alriyadh.gov.sa.

The announcement did not introduce any new or separate fees for using the neighborhood centers. Municipal service fees for permits and licenses continue to apply through existing Balady and municipal fee schedules, with no distinct pricing for Madiniti centers and no changes to standard service validity rules.
